BMV School administration unaccountable to parents.

In the AGM dated 16th October 2011, the following very important points from the parents view point were raised. But the School Administration (SA) represented by the officiating Principal who chaired the meeting could not provide any answer to these points nor table any documents demanded.
                    Shri. R.K Jain stressed for deliberations as per the circulated agenda. Accordingly, first item "confirmation of minutes of last AGM" was taken up. But no minutes was tabled by anyone. He further asked (a) why there were only four executive meetings during 2009-10, instead of 12 as mentioned in the AGM Circular? (b) Where is the detail of PTA fund expenditure? (c) Why the school gave only Rs. 50,000/= to PTA Fund, when it should have been around Rs. 1, 15,000? , where is the rest ?, if it is in some other account what is the account number?  and in which bank?, on what authority the fund was diverted ?,  and since when this was going on ?,  how much is the corpus fund available on this head ? (d) Why private published costly Text Books with innumerable mistakes being imposed when teachers cannot complete them?
                     Manmohan Agarwal asked; (a) Where is the development Fund and annual fee collected from around 2000 students for the last 10 years and its interest (when there was no development work carried out) and when such a huge reserve fund was available, why there was a unilateral fee hike, unprecedented in the history of any Bhavan's schools in India and abroad, overruling PTA objection? (b) Provide the copies of audited balance sheet for the last ten years? (c) Roll back the 30 % fee hike in totality if SA cannot justify it with documental proof.
                     Shri. Mohan Gopalan (a) quoting the decision taken on the 31st August 2010 PTA Executive committee minutes, stressed that there should not be any co opted member in future and in case of any it should strictly be as per DOE Guidelines dated 12.4.2010. (b) requested to expedite action to open a slot in the School website for parents to communicate to the school as it was pending for the last 14 months. (c)  asked why PTA Executive approval was not taken for utilization of funds and for change of uniform, as required under DOE Guidelines ? (d) there has been a tendency of PTA Sub-committees which have no mandate, taking  decisions and signing approval papers . He stressed that such practices should stop forthwith.
                    Hardesh Jain stated that the school should have completed the website modification work in a week time, rather than years. He offered parent's help, if required.
                     Sh. Ajay Chandalia complained that parents are not getting any discount on the text Books being purchased from the school store. He also asked what option is available if the school did not listen to PTA Executive and the parents ?
                    Sh. R.K. Gupta raised the issue, why the school had failed to convene an emergency General Body Meeting (as required under DOE guidelines) to discuss the extra ordinary situation prevailed, when around 72 parents requested in writing in May 2011,  following the 30 % fee hike?. He sought to know  whether the SA wants to function in total non-transparency and with absolute unaccountability?

                When the chairman of the meeting Shri. Rajan Dhingra remained helpless, Mr. Ajay Pandey commented that if the SA did not have convincing answers to the queries, we should avoid wastage of time. At this, Shri Dhingra said that since the details/documents sought are not available right then, they would be provided in another General Body Meeting to be held on 13.11.2011.

Parents are aware that the officiating Principal had also informed parents through School Circular dated 03.11.2011 that the special General Body Meeting of the would be held on 13.11.2011. Subsequently on 11.11.2011, friday evening, in total disregard of the parents time, energy and inconvenience, without any proper intimation to the parents, this meeting was indefinitely postponed. Parents are also aware that the functioning of the School is totally non-transparent and despite parents being its only source of fund, the SA remains totally unaccountable.

SA has now communicated to the parents that this General Body meeting of the parents will not be held. This is utter mockery of parent's dignity and intellect, if not betrayal. In doing so, the SA has been audaciously declaring that it is not and will not be accountable to the parents and will run the school according to its whims and fancies irrespective of whether these policies harm the interests of the students or parents, despite the fact that parents are main stake holders in the school education which was reiterated by DOE time and again. Obviously, the SA is unable to justify the unprecedented 30% fee hike and other illegal actions on which queries were raised in the AGM dated 16.10.2011.

UPDATE


Dated 13.11.2011

  1.Disregarding the written objection (10.3.2011) of former PTA Executive Parents Body, the School Management Committee (SMC) unilaterally imposed 30 % fee hike, without any justification.

  2. 72 parent's written request (02.5.2011) to convene a special AGM to discuss the extra ordinary situation prevailed following the above fee hike was also blatantly ignored, when it was mandatory, if 50 or more parents request, under DOE's Guidelines.

 3. In the 16th October 2011 AGM, Chairperson had promised to present all documents related to fee hike and other issues raised by parents on 13.11.2011 in a special AGM and accordingly School had informed  all members of PTA General Body vide circular dated 03.11.2011.

4.  Astonishingly, at the last moment, this special AGM has been postponed indefinitely without proper intimation to parents, thereby showing that it is totally insensitive to the inconvenience of the parents.
                                                                               
The School Administration seems unable to justify the position.

PTA ELECTIONS 2011



Dear BMV parents,

Parents Voice congratulates you and and thanks for your invaluable contributions and cooperation for a successful PTA AGM held on 16/10/2011.The Change that we could bring about on 16/10/2011 was mainly due to parent's wishes and support and the bold and strong initiatives by the Parents Voice.

We draw your kind attention to the following deliberations on 16/10/2011 regarding children's educational welfare:-

a) Parents raised a number of unresolved concerns and requested tabling of several relevant documents. The PTA chairperson announced that all these documents would be produced in another PTA general body to be held on 13/11/2011.

b) A transparent PTA election through draw was conducted and S/Shri R.K.Jain, Venkat Ram, A.S Wadwa and Rajiv Arora. were elected as new executive members from the parent's side. Thereafter, for the first time, as desired by the general body, the entire eight executive members from the parent's side met and elected the following office bearers in the same AGM.

Parent's Voice
